Each mandate has an executive sponsor, a written decision record, and evidence gates for its risk level.

Delivery standard

A repository is not the whole delivery.

The handover can include decision records, threat models, state models, fixtures, automated checks, dashboards, release plans, and runbooks. It also identifies all work that remains incomplete.
